วันที่ 17 ธันวาคม พ.ศ. 2564 นางสาว ยุวดี คาดการณ์ไกล รองประธานสถาบันคลังปัญญาฯ ได้ร่วมนำเสนอบทความ เรื่อง "Human Resource Cooperation between Yunnan Province and the Mekong Region: Ecological Civilization Leadership Program" ในงานสัมมนา Forum on the Human Resources Cooperation, The 6th Yunnan Conference on International Exchange of Professionals จัดโดย Yunnan Provincial Committee of Communist Party of China, The People's Government of Yunnan Province ผ่านระบบออนไลน์
บทความได้มีการสำรวจแนวคิด Ecological Civilization เพื่อนำมาเป็นแนวทางการสร้างความร่วมมือพัฒนาทรัพยากรมนุษย์ระหว่างมณฑลยูนนานและประเทศลุ่มน้ำโขง เพื่อการรักษาสิ่งแวดล้อม รวมไปถึงการบรรลุเป้าหมายการพัฒนาอย่างยั่งยืนร่วมกัน
